Employers must maintain records of chemical tests as provided in 49 CFR 40.333 and must make these records available to Coast Guard officials upon request. EAP education program: Each EAP education program must include at least the following elements: display and distribution of informational material; display and distribution of a community service hot-line telephone number for crewmember assistance, and display and distribution of the employer's policy regarding drug and alcohol use in the workplace. Vessel could not provide consortium list and did not have EAP posted. Provide proof of these to the local OCMI.

Panel was not showing the zones during testing. Crew investigated and found wires not plugged into system. Crew conducted test and emailed video to MSU. All SAT.

Pressure vessels over 5 cubic feet in volume and over 15 pounds per square inch maximum allowable working pressure (MAWP) must have the MAWP indicated by a stamp, nameplate, or other means visible to the crew in accordance with 46 CFR 143.430(c). There were no visible markings on the two (2) air receivers in the machinery space. Properly mark/stencil the rated MAWP on both tanks to be clearly visible to the crew to the satisfaction of an attending Coast Guard Marine Inspector prior to May 14, 2020
