The master, owner, operator, agent, or PIC, of any vessel equipped with ballast water tanks that operates in the waters of the United States, must remove fouling organisms from the vessel's hull on a regular basis, and dispose of any removed substances in accordance with local, state, and federal regulations. PSCO observed excessive growth of fouling organisms on the STBD side of the vessel's hull. Provide Class documents or the certificate issuing authority attesting the removal of fouling organisms.

Each operation described in paragraph 2 of this regulation shall be recorded without delay in the oil record book part I, so that all entries in the book are completed. Prior crew made numerous mistakes in oil record book. Mistakes were the throughput of the oily water seperator which was exceeded placing too much bilge water in the tank and capacity of the tank.
