Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel suffered a loss of propulsion due to a shutdown of the starboard engine while navigating in the Bayport Terminal II. The cause of failure of the shutdown is currently unknown, such failure resulted on a collision incident with another vessel causing damage to the handrail and exhaust piping system. Prior to vessel operations, vessel shall make permanent repairs to any sustained damaged caused to the hull and handrails and ensure all machinery and electrical systems are working in proper operation to the satisfaction of the Coast Guard Marine Inspector or Third Party Organization (TPO). 46CFR143.205(c) 60 a/c
