Regardless of the option chosen to obtain a COI, upon obtaining a COI each towing vessel must then undergo a drydock and internal structural examination at the following intervals: A vessel that is exposed to salt water more than 6 months in any 12-month period since the last examination or initial certification must undergo a drydock and internal structural examination at least twice every 5 years, with not more than 36 months between examinations. Vessel's drydock and internal structural exam was due 31DEC2024.

"A towing vessel that is certificated for coastwise, whose construction was executed on or after August 27,2003, must be equipped with both: An approved 160-B semi-portable fire-extinguishing system to protect the engine room, and a fixed fire-extinguishing system installed to protect the engine room."
Due to low availability of the clean agent bottles for the fixed system, the vessel is unable to complete installation of the fixed system. Vessel is able to operate with the 160-B semi portable extinguisher, until the clean agent bottles are installed for the fixed system by March 31st.

The Stbd side bulkhead, forming the super structure just above the engine room and above the bulkhead deck, was punctured compromising the watertight integrity of the structure. Crop and renew to the satisfaction of the attending marine inspector.

The vsl owner,operator or master of a towing vsl must ensure that the vsl's lifesaving, fire suppression and detection system is in good working order. The fire detection system panel status showed battery and trouble fault indicators. Have authorized technician trouble shoot, correct errors and provide technician's report attesting to the proper operation of the fire detection system alarm panel to the USCG New Orleans inspection office.
