The Thermal Fluid Heater could not be tested and proper operation demonstrated. Additionally, documentation attesting to routine maintenance of the Thermal Fluid Heater was not available for review. 705c: The Thermal Fluid Heater is not to be placed into service (i.e. utilized for cargo operations) until proper operation is demonstrated (to include activation of alarms) and maintenance documentation made available.
