Vessels starboard lifeboat has a 14” fracture on the port side gunnel/sideshell. This fracture was not noted during the annual maintenance inspection (inspection conducted IAW MSC.1/Circ.1206) on 27 February, with the outside hull being marked as “good” condition with no remarks. Additionally the engine cooling water through hull valve was found missing a handle rendering it unable to close in the event of a line break. 74SOLAS Cons. (2014) III/20.3.1

Hatch cover 3P inboard forward edge coaming found deformed rendering the hatch non weathertight. 4. Hatch covers 4-6 found misaligned leaving gaps between the two covers rendering them non weathertight. 5. Hatch cover 6P after inboard corner found with a fracture rendering it non watertight. 6. The coaming under hatch cover 9S found deteriorated along the after coaming along the main deck. 7. Hatch covers 11 found misaligned and in a non weathertight position. 8. Hatch cover 11P found with fractured landing pad. 60SOLAS II/17b

Where “A” class divisions are pierced for the passage of electric cables, pipes, trunks, ducts... arrangements shall be made to ensure that the fire resistance is not impaired. On and after 01 January 2020 ships powered by propulsion boilers that were not originally designed for continued operation on marine distillate fuel or natural gas that are operating within the North American Emission Control Area (NA ECA) must use fuel oil with a sulfur content not exceed 0.10% m/m. The vessel may use fuel oil with a sulfur content not to exceed 0.50% m/m within the NA ECA until 29 Febuary 2020, when the vessel must meet the NA ECA fuel oil sulfur standard by either obtaining a MARPOL Annex VI Regulation 3 exemption permit, or modifying the vessel to be able to use ECA compliant fuel oil. Note: This CG-835 is being issued because the interim provisions in 40 CFR 1043.97 and MARPOL Annex VI Regulation 14.4.4 expire on 01 January 2020.

Ensure all hatch covers which are seated improperly or have lose/missing/bulging gasketing are made watertight before proceeding to sea. Spud release levers on fire stations 2, 17, 19, 20, 21, 23 and 24 do not work. This will cause the spray spud to dislodge when activated (picture). Plus the applicators for fighting containers will not work. SOLAS74 Ch.II-2/5(f)

Bridge wing light and smoke arrangement. The smoke is mounted outboard of the holder for the life-buoy. The light is mounted inboard. The smoke requires a 4 meter line that attaches to the life-buoy. When the life-buoy is deployed the light may hinder the buoy from falling away from the vessel or may cause the buoy and smoke to hang in place and not deploy at all. SOLAS[2014] Ch.III/20.7.2
