All tank vessels , the construction or conversion which is started on or after July 1, 1951, shall conform to the requirements of this subpart in construction of hulls. Barge collided with a concrete deflector sustaining an inset underneath the rake above the waterline. Complete Repairs to the satisfaction of the TPO and the Coast Guard.
