A vessel must be operated in such a manner as to afford protections against hazards to life, and fire suppression equipment must be kept in good working order. The fire stop used to create gas tight boundries for the CO2 system was partially missing in the aft bulkhead of the generator room and the forward bulkhead of the lower engine room.
