1499- THe condition of the ship and its equipment shall be maintainted to confrom with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the sip or persons onboard. The vessel's main start air valve failed which resulted in the vessel to lose proplusion for approximatley 10 minutes during it's inbound transit 17AC.
