Equipment requirements are based on the area in which a towing vessel is operating, not the route for which it is certificated. However, the towing vessel must be equipped per the requirements of its certificated route at the time of certification. Vessel did not have line throwing apparatus, flares and immersion suits on-board during inspection. Vessel must make available for inspection all lifesaving equipment required for certificated route to the attending marine inspector.

Towing vessels more than 65 feet in length must use navigation lights that meet UL 1104. The navigational lights must have a means of detecting and signaling a light that is degraded. Vessel's navigational light panel does not work and the upper mast head light is partially extinguished.
