The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. This includes, but is not limited to, responses to alarms and restoration of propulsion and steering in the event of failure. On 15APR25 at approx. 2330 the ITV CANVASBACK suffered a loss of propulsion due to suspected fouling of the Stbd wheel. Vessel is authorized a one way transit light boat to MM 193 to get a diver on board and assess the Stbd wheel. Vessel shall contact MSU Lake Charles Command Duty Officer (CDO) at [phone withheld] upon arrival. 46 CFR 143.205(b)
