Each towing vessel operating in oceans and coastwise service must have a line throwing appliance approved under approval series 160.040, which requires four rocket projectiles, four service lines, and four primer-ejector cartridges. Vessel had 01(one) line throwing device with no spare projectiles, service lines, or primer-ejector cartridges.
