0999 - Other (Safety in General) - The purpose of this regulation to prevent fire and explosion is to prevent the ignition of combustible materials or flammable liquids. For this purpose, there shall be means provided to control leaks of flammable liquids. Fuel oil supply valve to main engine was leaking, creating a possible ignition source due to fuel soaked lagging. 74 SOLAS (14) II-2/4.1.1
