"A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised." The vessel experienced a head-on collision underway with another passenger vessel. The [name withheld] incurred extensive damage to forward portion of the vessel. Prior to movement, determine if the watertight integrity of the bow or any other voids have been compromised. If proper repairs will not be fully conducted at the current location, provide a detailed transit plan to the USCG for review and approval, to include the date and time of departure, exact route, repair facility, assessment of all known damage, a risk assessment, and list of additional safety precautions to be taken to ensure a safe transit.
