All life-saving appliances and arrangements shall comply with the applicable requirements of the Code. Except as otherwise stated, the normal equipment of every life boat shall consist of a food ration totaling not less than 10,000 kJ for each person the lifeboat is permitted to accommodate; kept in airtight packaging and be stored in a watertight container. PSCO observed 143 compromised rations, distributed about port and starboard side lifeboats. This deficiency must be rectified to clear remark regarding restriction of lifeboat operation on Certificate of Compliance issued 1 May 2026.

The purpose of this regulation is to provide means of escape so that persons on board can safely and swiftly escape to the lifeboat and life raft embarkation deck. For this purpose, the following functional requirements shall be met: escape routes shall be maintained in a safe condition, clear of obstacles. Trolley with stores discovered stored in the corridor outside of AC Room 5-12, Fire Door 12-5-001, impeding means of escape. Large tank discovered blocking and holding open Fire Door 02-7-003, impeding means of escape. 74 SOLAS 20 II-2/13.1.1

The marking must enable passengers/crew to identify the routes of escape and readily identify the escape exits. Additionally, escape route signs and fire equipment location markings shall be of photoluminescent material or marked by lighting. Large planter stowed in Deck 15 port side elevator lobby discovered blocking low location lighting. 74 SOLAS 20 II-2/13.3.2.5.1

All lifeboats shall be provided with a rudder and tiller. When a wheel or other remote steering mechanism is also provided the tiller shall be capable of controlling the rudder in case of failure of the steering mechanism. The tiller shall be permanently installed on, or linked to, the rudder stock and the tiller may be removable and securely stowed near the rudder stock. Lifeboat #16 emergency steering tiller pin was not easily removable/seized in place preventing operational test to install tiller. 74 SOLAS 20 III/34 LSA Code 4.4.7.2

In ships carrying more than 36 passengers, the hull, superstructure and deckhouses shall be subdivided into main vertical zones by "A-60" class divisions. Vessel is equipped with an approved alternative arrangement in the main promenade. Vessel has rolling shutters in place of A-60 bulkhead for main vertical zone. During testing of roller shutters, 1 of 2 shutters between MVZ 5 & 6 failed to close.
