Vessel experienced loss of propulsion on both engines and ability to steer resulting from barge rigging getting caught in props. Vessel restricted from operations until satisfactory proof of cleared steering/propulsion equipment and operation of all machinery is provided to satisfaction of CG Marine Inspector. 46 CFR 143.245(a)
