On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level. The starboard visual alarm for high water level is inoperable. Repair or replace and prove proper operation to the CG Marine Inspector. 46CFR182.520

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. (1) Fire Bucket is in Unsatisfactory condition. Replace (1) Fire Bucket. 46CFR181.610

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here:(i) Certification or licensing by a state or local jurisdiction as a fire extinguisher servicing agency will be accepted by the Coast Guard as meeting the personnel certification requirements of NFPA 10 for annual maintenance and recharging of extinguishers. (02) Portable fire extinguishers are overdue for annual maintenance. Complete annual maintenance of (02) portable fire extinguishers. 46CFR176.810

Vessel is overdue for its annual inspection which was due NLT 23JAN2025.

Vessel owner/operator must re-submit revised rigging system plan to the Marine Safety Center in accordance with MSC letter (H1-2000700) for approval. The owner/operator has 30-days to rectify this deficiency. 46 CFR 177.330

Vessel's rigging system plans were returned for revision IAW Marine Safety Center's letter H1-2000700. A rigging system plan must be resubmitted to Marine Safety Center for approval. Vessel is not permitted to operate sails until cleared by attending USCG Marine Inspector. 46 CFR 177.330

Vessels current stability letter and sail plan do not match the current configuration of the vessel due to the lack of a boom and addition of a canopy. Resubmit plans for approval to MSC to update the stability letter and sail plan to match the vessels current configuration. 46 CFR 178.230(a)(2)

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The vessel sail rig PMP is inadequate; the maintenance schedule does not require monthly aloft inspections. Add monthly aloft inspections for the PMP maintenance schedule. 46CFR176.840

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The vessel sail rig PMP is missing a log for inspections and maintenance described in the PMP maintenance schedule. Create an adequate log for inspections and maintenance described in the PMP maintenance schedule for weekly, monthly, semi-annual and six year. 46CFR176.840

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The vessel sail log PMP does not document the age/condition of the standing rigging stainless steel wire. Add the age/condition of the the standing rigging stainless steel wire to the vessel sail log PMP. 46CFR176.840

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions for a fire is missing info for preparation to abandon vessel. 46CFR185.510

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible;(2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables; and (5) Current tables. Navigation charts and publications are out of date. Update Navigation charts and publications. 46CFR184.420

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. The steering tiller hardware is inadequate for the intended service; threads of a bolt does not penetrate the nylock nut. Replace with adequate hardware to the satisfaction of the attending CG Marine Inspector. 46CFR176.830

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry—Six hand red flare distress signals approved in accordance with § 160.021/160.121; and Six hand orange smoke distress signals approved in accordance with § 160.037. Vessel is missing 2 red flare distress signals. 46CFR180.68

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. A first-aid kit may be considered acceptable if it meets all of the requirements of ISO 18813:2006(E). Contents of first aid kit are expired.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. An unsecured top step was ID'd on port ladder to the head, and an unsecured 2nd step on the starboard ladder. Make permanent repairs to the ladder steps to the satisfaction of the attending CG Marine Inspector. 46CFR176.830

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel is missing life jacket donning placard. Post life jacket donning placard. 46CFR185.516

In systems and applications where flexible hoses are permitted to be clamped:(1) Double hose clamping is required where practicable. Fuel hoses are single clamped. Install double hose clamps on port and starboard fuel hoses. 46CFR182.410(d)

The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway. Drills were not able to be witnessed by attending CG Marine Inspector due to removal of mast for mast step examination. Vessel must conduct a Fire, Man Overboard and Abandon Ship drill to the satisfaction of the attending CG Marine Inspector prior to the carriage of passengers. 46CFR176.404

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. The hull structure must be adequately reinforced to ensure sufficient strength and resistance to plate buckling. The cognizant OCMI may require the owner to submit detailed calculations on the strength of the mast, post, yards, booms, bowsprits, and standing rigging to the Marine Safety Center for evaluation. During the six year mast out inspection, severe internal pitting of the mast was identified by the attending CG Marine Inspector and 3rd Party Sail Rigging Surveyor, as documented in the 3rd Party Sail Rigging Survey, dated 14JUN2024. The severe internal mast pitting is located at the base of the mast, aprox 1-1/2" x 360 degrees. When mast is installed, the area of internal mast pitting makes direct contact with the mast step. Modifications or repairs that may affect the safety of the vessel include any repairs to masts and spars (woodwork, welding or composite lay-up). Submit detailed calculations on the strength of the mast, and the mast repair plan to the Marine Safety Center for evaluation IAW MTN 1-03, CH-2. 46CFR177.330

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. During the six year mast out inspection, chafing of the running rigging main halyard was identified by the attending CG Marine Inspector and 3rd Party Sail Rigging Surveyor, as documented in the 3rd Party Sail Rigging Survey, dated 14JUN2024. Replace in kind, the running rigging main halyard to the satisfaction of the attending CG Marine Inspector. 46CFR177.330

The owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. The vessel's mast step examination interval is overdue. The last mast step examination was completed on 04/17/2018, the next mast step examination was due on 04/17/2024. Conduct a mast step examination in the presence of the attending Coast Guard Marine Inspector prior to the carriage of passengers. 46CFR176.802(a)(3)

Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. The annual inspection is overdue. The annual inspection was required to be completed no later than 01/23/2024. The vessel must complete a satisfactory annual inspection prior to the carriage of passengers. 46CFR176.500(b)(1)

Vessel was identified as having potential damage from Hurricane IAN. Prior to conducting repairs, contact the local USCG Marine Inspections office and submit a repair proposal for approval. Vessel is not permitted to return to commercial service until cleared by a USCG Marine Inspector.

A visual and audible alarm must be provided at the operating station to indicate a high water lvel in a space with a through hull fitting below the deepest load waterline. The port side high water alarm is inoperable. 46 CFR 182.530(a)

A vessel on a LCW route must carry 12 total hand flares. 04 out of 12 red hand flares are expired. Restricted to LBS route only until rectified. 46 CFR 180.68(a)

Deck rails must be designed to withstand 200 pounds applied at any point in any direction. Port side mid ship support stanchion is rusted through the deck. Repair to the satisfaction of a Marine Inspector. 46 CFR 177.900(b)

The marine employer must have a sufficient number of alcohol testing devices. Replace expired swabs. 46 CFR 4.06-15
