On vessels required to have a final emergency power source by 46 CFR 112.05-5(a), the following emergency lighting and power loads mentioned in this cite must be arranged so that they can be energized from the final emergency power source. During inspection, inspectors simulated dark ship condition, disconnecting all ship service generators from main bus on switchboard in ECR. Emergency generator came online within 7 seconds but did not connect to bus on emergency switchboard. Engineers on board could not connect emergency generator to switchboard bus to take a load or supply the required power to the emergency lighting and power loads required in 46 CFR 112.15-5. Vessel shall make satisfactory repairs to the switchboard prior to movement. Vessel not authorized to get underway until deficiency is cleared by attending MI.
