Towing machinery such as capstans, winches, and other mechanical devices used to connect the towing vessel to the tow must be designed and installed to maximize control of the tow. MI was notified of complete loss of tow wire while in tow. Techician is scheduled, vessel is not authorized to utilize failed equipment until proper troubleshooting and restification is conducted on the equipment. 46 CFR 143.460(a)
