Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942 (incorporated by reference; see 46 CFR 175.600) or be specifically approved by the Commandant. Port and stbd main engine transmission cooling hose fittings are corroded. 46 CFR 182.720

Employers must ensure that they and their crewmembers meet the requirements of this subpart. Provide current drug consortium covered employee list. 46 CFR 16.203

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Starboard remote fuel shutoff pull cable did not close the valve when tested. Adjustment was made to the cable tension and tested satisfactory. 46 CFR 182.455

A pre-engineered fixed gas fire extinguishing system must: Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space. MI observed testing of port and starboard ME fireboy shutdowns. Port and starboard ME's failed to shutdown when wiring was disconnected. 46 CFR 181.420

For fixed-gas fire extinguishing systems, the owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility may be required to perform the required inspections, maintenance procedures, and hydrostatic pressure tests. Annual servicing of port and starboard ME fireboy systems is overdue- last certified Novemeber, 2024. 44 CFR 176.810

Vessels >26 ft length require a visual and audible alarm at the operating station to indicate a high water level. 3 of 8 high level audible/visual alarms inoperable. 01 STBD, 02 PORT. Demonstrate operation of all 8 audible/visual at re-inspection. 46 CFR 182.530

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. Stern light and anchor light inoperable. Vessel restricted to daytime operations only. 46 CFR 183.420

An exposed hazard, such as gears or rotating machinery, must be properly protected by a cover, guard, or rail. Port and starboard ME's have exposed belts with no protection. 46 CFR 177.960

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. Received a report of marine casualty on the CRUZAN BREEZE that occurred on 09Jul2024. Operator stated the crew dove under the vessel and recorded video showing the port strut sheared from the strut mounting plate on the hull. Make vessel available for hull inspection and provide repair proposal prior to starting repairs. Complete satisfactory sea trials in the presence of USCG marine inspectors prior to carrying passengers for hire. 46 CFR 176.700

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Bilge pumps port 1, port 4, stbd 1, and stbd 3 were inop. Bilge pumps port 3 and stbd 2 did not work in the automatic mode.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. The port and stbd shaft seals were leaking at a rate of 6-10 drops per second.

Electrical equipment on a vessel must be installed and maintained to provide services necessary for safety under normal and emergency conditions. The engine starter batteries were inop.

EPIRB battery expired August 2019.

Missing 04 adult type 1 lifejackets.

Mark all child life jackets with vessel name and remove prior vessel/company markings.

Mark lifejacket stowage placard with updated number of lifejackets to reflect the 04 missing adult lifejackets.

Replace lifebuouy floatlight clip. Clip has broken spring.

Post current COI with updated passenger count.

Post stability letter.

A seat must be constructed to minimize the possibility of injury. Provide means for preventing movement/sliding of the portable deck boxes utilized as seating.

Identify areas of delamination on deck and fore-deck and provide repair proposal.

Identify comprimise of MSD system.

Provide and post emergency broadcast placard.

Provide emergency instructions appropriate to vessel.

Enable GPS and MMSI for DSC radio.

Provide batteries for water lights in accordance with manufacturer's instructions.

Provide current light list.

Provide complete first aid kit (Burn Cream missing)
