On all tank vessels, the construction or conversion of which is started on or after November 10, 1936, the cargo pumps shall be designed and installed to minimize the danger of sparking. Special care shall be exercised in the design of packing spaces in order to secure ample depth and accessibility of glands. Where cargo pump shafts pierce gastight bulkheads, stuffing boxes with readily accessible gastight glands shall be provided. Inspector observed tear on gastight vapor trunk on the exterior shafting of the inboard cargo pump.

Each vessel must carry a category 1 406MHz satellite EPIRB meeting the requirements of 47 CFR part 80. When the vessel is underway, the EPIRB must be stowed in its float-free bracket with the controls set for automatic activation and be mounted in a manner so that it will float free if the vessel sinks. As an Oceans route vessel, applicability with Sub chapter W is required. Vessel is not equipped with an EPIRB.

Vessel shall be drydocked and further inspection/NDT made to determine extent of damage.
