A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Vessel has sunk. Determine cause, evaluate damage, provide repair proposal and make repairs to the satisfaction of an attending Marine Inspector. The vessels TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10. 46 CFR 140.605(b)
