a vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. Vessel rendered port shaft and propeller inoperable after entanglement in oil boom. Prior to towing operations, vessel is required to submit a dive report verifying the boom has been removed and there is no further damage to the shaft or propeller. Vessel must also submit a report attesting the completion of a successful sea trial.
