All bilges and void spaces are kept free from accumulation of combustible and flammable materials and liquids insofar as practicable. The machinery space bilges were found with excessive amounts of oily waste.

Each towing vessel must be fitted with a general alarm that in the engine room and any other area where background noise makes a general alarm hard to hear, a supplemental flashing red light. The flashing red light in the engine room was inoperable, repair flashing red light to satisfaction of TPO (ABS). 46 CFR 143.225(b)(3)

VESSEL'S FIXED FIRE-EXTINGUISHING CARBON DIOXIDE SYSTEM DOES NOT MEET THE REGULATIONS IN 46 CFR 76.15 DUE TO ITS LOCATION BEING INSIDE OF THE SPACE IT IS DESIGNATED TO PROTECT.
