During internal structural exam, found residual cargo in multiple wing voids. Determined (01) cargo tank leak through weld between cargo tank and #7 void space centerline. Per 46CFR32.60-1, "Scantlings, material and workmanship, subdivision of cargo spaces, fitting of cofferdams and testing of tanks shall be at least equivilent to the requirements of ABS. Cargo tanks leakaing do not meet ABS stadards of workmanship. Vessel and shipyard are directed to make repairs to cargo tanks that are found to be leaking cargo prior to cargo operations (and issuance of COI).
