13199 - Propulsion and Aux Machinery - The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a deesign and construction adequate for the service for which they are intended. Heavy Fuel Oil (HFO) sludge valves on both HFO purifiers were found removed due to excessive sludge build up every 24 hours during normal operation. With valves removed, backflow of vapor from sludge tank is possible. 74 SOLAS (14)II-1/26.1
