The Master must ensure that all life-saving equipment is properly maintained and ready for use at all times. During lowering of rescue boat, it was discovered that the davit hoist motor controller was OOC. Vessel still has the ability to lower the rescue boat, but cannot recover/raise boat using electric motor. The only way to recover rescue boat is using the manual wheel.
