Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reported engine failure in the starboard main engine. TPO to provide report attesting to satisfactory repairs of mechanical and electrical components for the engines. One time transit permitted to final destination per approved transit plan.
