For cargoes that have toxic properties, listed in 46 CFR Table 151.05 with the “Special requirements” column referring to 46 CFR 151.50–5, an overfill alarm and shutdown system that meet the requirements of 46 CFR 39.2009(a) must be used for primary overfill protection. Each cargo tank of a tank barge must have the following liquid overfill protection arrangements: A system meeting the requirements of 46 CFR 39.2007 Each cargo tank must be equipped with an intrinsically safe high-level alarm and a tank overfill alarm. If installed after July 23, 1990, the high-level alarm and tank overfill alarm required must activate an alarm in the event of loss of power to the alarm system. Identified loss of power alarm was not operational. Fix loss of power alarm and test to satisfaction of attending Marine Inspector. 46CFR39.2001(m)

All tank vessels are subject to the regulations contained in parts 50 to 63, inclusive, of subchapter F (Marine Engineering). All safety and relief valves for use on pressure vessels shall be designed to meet the protection and service requirements for which they are intended and shall be set to relieve at a pressure which does not exceed the “maximum allowable working pressure” of the pressure vessel. Identified relief valve was not working properly. Install new relief valve or test to the satisfaction on attending Marine Inspector. 46CFR54.15-10
