Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Ring buoy at operating station found with severed/degraded grab lines and water light line. Replace lines.

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years.If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Certificate found expired. Renew Certificate. 47 CFR 80.903

Fire extinguishers shall be inspected either manually or by means of an electronic monitoring device/system at a minimum of 30-day intervals. No record of inspection found onboard. Inspect all portable fire extinguishers, record appropriately, and provide evidence of inspection to the Coast Guard. NFPA 10/7.2.1.2

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include - (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. Marine Inspector could not verify position of the valve as open or closed. Provide evidence to confirm valve is closed and secured.

46 CFR 179.320(c) The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. There are 02 bulkhead penetrations from the engine room to the next space aft that are not made permanently watertight.

46 CFR 181.120(a) Fire extinguishing equipment installed on a vessel in excess of the requirements of 46 CFR 181.400 and 181.500 must be designed, constructed, installed, and maintained in accordance with a recognized industry standard acceptable to the Commandant (CG-ENG-4). The installed fire pump is inoperable. Any equipment installed, must be in proper working order.

46 CFR 179.360 Each hatch exposed to the weather must be watertight. The forward emergency exit hatch will not fully seat, allowing for the chance for down flooding.

46 CFR 182.455(b)(4) Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow. The port side fuel shutoff valve will not fully close when the emergency fuel shutoff handle is actuated.

46 CFR 184.420(a)(1) As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible. Vessel utilizes electronic charts as primary navigation source. Current electronic charts are out of date.

REPLACE PLSTIC WIRE TIE SUPPORTS WITH METAL SUPPORTS IN ENGINE ROOM.

RREPAIR, REPLACE OR REMOVE NON TRANSMITTING VHF-FM RADIO LOCATED ON PORT OUTBOARD SIDE OF BRIDGE.

PROVE SATISFACTORY OPERATION OF EMERGENCY LIGHTING SYSTEM IN WAY OF FORWARDLOWER ACCOMODATION AREA.
