Ships carrying toxic or flammable products or both shall be equipped with at least two instruments designed and calibrated for testing for the specific vapours in question. Both portable instruments had low flow alarms, rendering them inoperable. 74 SOLAS (20) VII/10.1 & IBC Code 13.2.1 - 10C
