Locations in the weather are Class I, Division 1 (Zone 1) locations may have only approved intrinsically safe, explosion proof, or purged and pressurized electrical equipment, and through runs of marine shipboard cable. MI observed multiple cable glands on electrical equipment in the hazardous zone that had failed which compromises intrinsically safe, explosion proof capabilities. Locations are most forward white and yellow port side lights on center cat walk railing, #1 cargo tank call back system, #3 port cargo pump small aft cable gland, #4 port cargo pump small fwd cable gland. Enact permanent repairs to the satisfaction of USCG Marine Inspector.

The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the following ballast water management methods:Install and operate a ballast water management system (BWMS) that has been approved by the Coast Guard under 46 CFR part 162. The BWMS must be installed in accordance with § 151.2035(b) of this subpart. Following installation, the master, owner, operator, agent, or person in charge of the vessel subject to this subpart must properly maintain the BWMS in accordance with all manufacturer specifications. Unless otherwise expressly provided for in this subpart, the master, owner, operator, agent, or person in charge of vessels employing a Coast Guard-approved BWMS must meet the applicable ballast water discharge standard (BWDS), found in § 151.2030 of this subpart, at all times of discharge into the waters of the United States. The vessel's current Ballast Water Management System (BWMS) software is not accurately administering the correct dosage. The vessel has been granted a one-time authorization to discharge ballast water in Freeport, TX.

Each tank shall be fitted with a liquid level gaging device of approved design to indicate the maximum level to which the tank may be filled with liquid. MI observed that the liquid level gaging in #3 cargo tank was not operational. Vessel shall enact permanent repairs to the satisfaction of USCG Marine Inspector. Vessel is restricted from carrying cargo in #3 cargo tank.
