The owner and managing operator must ensure that the towing vessel is in compliance with this subchapter and other applicable laws and regulations at all times. Vessel reported being involved in a collision with the M/V SEASPAN CHIBA while conducting escorting operations outboard of the port of LA-LB. Vessel sustained damage to hull above waterline during the collision that has comprised the watertight integrity of the vessel.
