The design, construction, equipment and operations of ships certified to carry noxious liquid substances in bulk identified in chapter 17 of the International Bulk Chemical Code shall be in compliance with the International Bulk Chemical Code when the chemical tanker is constructed on or after 1 July 1986. Vessel's Cargo Authority Attachment contains IBC Code chapter 17 and 18 cargoes, though the vessel has not been surveyed for, nor issued international certification (NLS Certificate or Certificate of Fitness) for the carriage of NLS. Vessel’s Procedures & Arrangement (P&A) Manual and outdated Cargo Authority Attachment must be revised and approved as appropriate through the Marine Safety Center (MSC).
