In addition, sufficient inert gas shall be available on the ship to compensate for normal losses during transportation. Vessel reported that the combustion chamber of the Inert Gas System is cracked and needs to be repaired.

The machinery, boilers, and other pressure vessels, associates in piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board die to regard to materials used in construction, the purpose for which the equipment is intended, the working conditions to which it will be subjected to and the environmental conditions on board. Vessel reported a reduction of propulsion during outbound transit due to low scavenging pressure intake manifold. Vessel must enact permanent repairs to the satisfaction of ABS. 74SOLAS20 II-1 26.1

Vessel unable to use ballast water management system prior to discharging ballast. While loading cargo at Marathon Refinery in Garyville, LA, vessel's installed ballast water management system was unable to prime. Vessel given one-time approval to discharge approximately 18,741 MT of ballast water that did not meet 33 CFR 151.2030 discharge standard into the lower Mississippi River. Vessel must propose alternative means of discharging ballast water IAW approved ballast water management plan to the OCMI, prior to entering the Mississippi River system in ballast.
