On U.S. inspected ships, oily water separating equipment and bilge alarms must be approved under 46CFR162.500. MI received report that vessel's oily water separating equipment is not functioning properly. Do not operate oily water separator until technician conducts assessment and necessary test. Prove proper operation of oily water separating equipment to attending marine inspector and class surveyor iaw 33CFR155.380(a). Code 14104; Action: 60 to class and CG

Vessel unable to use ballast water management system prior to discharging ballast. While loading cargo at Marathon Refinery in Garyville, LA, vessel's installed ballast water management system was unable to prime. Vessel given one-time approval to discharge approximately 18,741 MT of ballast water that did not meet 33 CFR 151.2030 discharge standard into the lower Mississippi River. Vessel must propose alternative means of discharging ballast water IAW approved ballast water management plan to the OCMI, prior to entering the Mississippi River system in ballast.
