All marine engineering detail such as piping, valves, fittings, boilers, pressure vessels, etc., and their appurtenances installed on the vessel, shall be designed, constructed, and installed IAW with the provisions of sub chapter F (Marine Engineering). Power-operated main and auxiliary steering gear must be separate systems that are independent throughout their length. The main steering gear and rudder stock must be capable of moving the rudder from 35 degrees on either side to 35 degrees on the other with the vessel at its deepest loadline draft and running at maximum ahead service speed, and from 35 degrees on either side to 30 degrees on the other in not more than 28 seconds under the same consideration. Duty MIs received a report that the starboard rudder did not respond to helm control and was hard over port. The auxiliary system was able to bring the rudder back to 10 degrees port. The C/E determined the forward ram was discharging h/o within the ram. Conduct permanent repairs to the steering gear system to the satisfaction of the US Coast Guard.
