Electrical equipment on a vessel must be installed and maintained to protect from electrical hazards to include fire and electrical shock. The automatic charge relay under the helm in the port storage box was not mounted and hanging by it wires. Properly mount the ACR to the satisfaction of the Coast Guard. 46CFR183.200

A penetration in a watertight bulkhead must be as high/inboard as possible and be made watertight. Port side middle hull compartment, port aft hull compartment and starboard mid hull compartment w/t bulkhead penetration is missing wire run sealant. Make this penetration watertight to the satisfaction of the Coast Guard. 46CFR179.320

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Port and starboard deck inspections covers not sealed or mounted. Install sealant and mount the inspections covers to the satisfaction of the Coast Guard. 46CFR177.100

Electrical breaker in the stbd aft compartment was not mounted and hanging by its wires. This exposed the energized connections. Properly mount the breaker to the satisfaction of the Coast Guard. 46 cfr 183.200

Electrical wires in the stbd and port aft compartments were cut leaving them loose. Remove all loose wires to the satisfaction of the Coast Guard. 46 cfr 183.200

MI observed that starboard Fire Boy bottle is corroded. Have certified technician determine if bottle is still serviceable. Code 705: Will be changed to a code 701 deficiency if not repaired prior to vessel being put back in the water.

MI observed a disconnected vapor detection sensor wire in starboard fuel tank compartment. Re-connect wire and test system. Code 705: Will be changed to a code 701 deficiency if not repaired prior to vessel being put back in the water.

MI observed dead end wires under console. Determine that wires are not connected to power source and remove if not needed. 705: Must complete to receive dry dock credit.

The float-free link required by 180.130(a)(1) must be: (3) Secured to the painter on one end and to the vessel on the other end. MI observed float-free link on vessel's life float was not attached to the vessel. 46 CFR 180.137(b)(3)

Survival craft life lines and pendants must: (1) be of good quality and efficient for the purpose it is intended to serve. MI observed survival craft life lines and pendants to be dry-rotted and severely deteriorated. 46 CFR 180.137(c)(2)

Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. MI observed vessel's ring life buoy lifeline was dry-rotted and stored in severely deteriorated bag. 46 CFR 180.175(a)

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. MI found a pin hole leak in the starboard aft compartment located in the overhead of the compartment corner where the transom meets the deck and directly under an area that has free communication with the sea. 46 CFR 179.320(a)

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First-aid kit on board the vessel did not have a tourniquet. 46 CFR 184.710

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. MI found the cable runs did not have sufficient amount of packing to make a quality seal. 46 CFR 179.320(c)

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. Port and starboard remote fuel shutoff valve stations were not found without markings. 46 CFR 185.608

A hatch exposed to weather must be watertight. Observed fractures on the deck coaming for the #2 and #3 port side watertight deck hatches and on the #2 starboard side deck hatch. Fractures were found along the outer weld ring to the main deck on the port side #2 and #3 hatches; measuring approximately 6 inches in length. Arrest the fracture located at port side #2 and #3 deck hatch, crop fracture to sound metal with appropriate bevel, and tie weld into existing weld for repairs. Fractures were found on the coaming on the starboard side #2 deck hatch measuring approximately 4 inches in length. Arrest the fractures found on the coaming located at #2 starboard side hatch, crop the fracture to sound metal with appropriate bevel, tie into existing deck plate with weld. 46 CFR 179.360(a)

Each vessel certificated to operate on an oceans route in warm water must either be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 67% of the total number of persons permitted on board or be provided with lifefloats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. Vessel has a life float on board that has a total capacity of 25 persons. 46 CFR 180.202(b)

Each paddle must be of at least 4 feet in length, lashed to the life float to which it belongs and buoyant. Paddles for life float were found sun damaged and fractured making them unusable in an emergency situation. 46 CFR 180.175(f)(2)

The floating water light for the life float must be attached around the body of the life float or buoyant apparatus by a 3/8 inch lanyard, resistant to deterioration from ultraviolet light, and at least 18 feet in length. Lanyard for the floating light was found to be approx 3 feet in length. Operator to replace as per regulations. 46 CFR 180.175(f)(4

An adult life jacket must be provided for each person carried on board a vessel. In addition, a number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. 11 adult life jackets were found holed/deteriorated and removed from service. 3 child lifejackets were found holed/deteriorated and removed from service. 46 CFR 180.71

Each life jacket must be marked with Type I retro-reflective material approved in 46 CFR 164.018. 13 adult lifejackets and 1 child life jacket were found with faded retro-reflective material. 46 CFR 185.604(h)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. The vessel does not have emergency instructions posted on board. 46 CFR 185.510(a)

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. Vessel only has one portable light on board. 46 CFR 183.430

A vessel of more than 26 feet in length but not more than 65 feet in length must carry a minimum of one life buoy of not less than 24 inches in diameter approved in accordance with 160.050 of subchapter Q. MI found one ring life buoy faded in color and not in compliance with 160.050 of subchapter Q. 46 CFR 180.70(a)(2)

Vessels must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel is 11 months past anniversary date. Conduct re-inspection prior to the carriage of passengers. 46 CFR 176.500

Vessel may operate on an exposed route with a reduced passenger count of 18 and 2 crew as requested in letter dated 21MAY2020 until receipt of new stability letter from MSC. 46CFR178.210

Provide operational test of the main propulsion system to the satisfaction of the Marine Inspector. IAW: 46 CFR 182.200

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Vessel representative notified Sector St Petersburg Inspections office of an engine failure while in operation. Repair or replace engine and make available for inspection by a Marine Inspector prior to departure. 46 CFR 182.100

Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly and each test shall be logged or otherwise documented. Provide EPRIB testing log. 46 CFR 185.728

A hatch cover must have securing devices and be attached to the hatch frame or coaming by hinges, captive chains, or other devices of substantial strength to prevent its loss. MI observed forward most hatch on starboard side missing securing device. Provide securing device. 46 CFR 179.360

The number of persons capacity must be marked or painted in clearly legible letters and numbers on each life float and buoyant apparatus. Life float did not have passenger capacity marking. 46 CFR 185.604 (e)

The name of the vessel must be marked or painted in clearly legible letters on each life float paddle. MI observed life float paddles without vessel name. 46 CFR 185.604 (g)

Repair/replace starboard high level bilge alarm in # 8 compartment. 46CFR181.430

Repair/replace pre-engineered fixed fire system in starboard/port fuel tank space. Must have an audible/visual alarm present at the operating station. 46CFR181.420

Install and prove proper operation of vapor detectors in both fuel tank spaces IAW 46CFR182.480(c)

Missing B-II fire extinguisher and provide servicing certificate for all extinguishers IAW 46CFR176.810

In lieu of rescue boat, install rescue platform suitable for MOB recovery and perform drills IAW 46CFR176.808(g)

Install vent covers for fuel tank compartments IAW 46CFR181.420
