A towing vessel must carry adequate and up-to-date charts, maps, and nautical publications for the intended voyage. Vessel does not have up-to-date charts or maps on board. After suffering a lightning strike both primary and secondary means were inoperable while transiting IVO MM 380. A report from your TPO (TVIB) attesting to the satisfactory replacement required charting systems is required.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Marine Inspector was notified by SCC of T/V Aspen report of smoke from port side main engine. Port engine secured. Vessel is authorized a one time transit to repair facility within the Houston OCMI zone to troubleshoot and enact repairs to the satisfaction of TPO.
