Duty Marine Inspector received call from operator that vessel loss propulsion on Port Engine for approx 15 minutes. Vessel operator shall send a causal analysis report, repair plan if needed, and conduct a satisfactory operational tests of engines in the presence of a Coast Guard Marine Inspector prior to carrying passengers.

Submit a technician report outlining the problem causing the STBD engine not to respond, and the repairs conducted to resolve the problem.
