Fresh water pipe for starboard main engine was found damaged and had a tact weld in center of piping section. Piping section needs to be replaced. "(a) Except as otherwise provided in paragraphs (b), (c), (d), and (e) of this section, all engines must be water cooled and meet the requirements of this paragraph. (1) The engine head, block, and exhaust manifold must be water-jacketed and cooled by water from a pump that operates whenever the engine is operating. (2) A suitable hull strainer must be installed in the circulating raw water intake line of an engine cooling water system. (3) A closed fresh water system may be used to cool the engine"

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at a constant marine load. Vessel report a loss of propulsion due to port side engine being rendered inoperable causing an undue risk to the port of New York. In order to clear this deficiency the following actions must be carried out: 1. Provide a causal analysis report on the loss of propulsion and provide a repair proposal for port engine and other affected equipment. 2. Post-approval of repair proposal and upon completion of repairs, provide USCG a tech report delineating all repairs and pier side propulsion test satisfactory. 4. Vessel must undergo an underway sea trial to the satisfaction of an attending marine inspector prior to carrying passengers.

Operator reported experiencing a loss of propulsion that reduced the maneuverability of the vessel. CG-835V to be cleared upon submission of causal analysis and tech report, list of repairs to be made, and satisfactory completion of a underway sea trial. 46CFR176.840

DUE TO THE EXTENSIVE CORROSION IDENTIFIED ON THE H100 SERIES VESSELS, THE VESSEL'S HULL MUST BE MADE AVAILABLE FOR INSPECTION BY A COAST GUARD MARINE INSPECTOR. PRIOR TO STARTING ANY WORK, A REPAIR PROPOSAL SHALL BE SUBMITTED TO THE SECNY OFFICE FOR REVIEW AND APPROVAL. ALL REPAIRS MUST BE CONDUCTED IN ACCORDANCE WITH THE APPROVED REPAIR PLAN, AND INSPECTED BY THE ATTENDING MARINE INSPECTOR.

Vessel's propulsion electronic control system shut down the stbd engine on high fuel pressure. Troubleshoot and repair.

Repair damaged cylinders in STBD engine.

Conduct sea trials to the satisfaction of attending MI.

PROVIDE ACCEPTABLE OVER CURRENT PROTECTION ON THE OUTPUT SIDE OF ALL ACCLAIM LIGHTING DRIVERS/ POWER SUPPLY'S FEEDING ALL ONBOARD LBD LIGHTING

CONDUCT NEW TO ZONE INSPECTION PRIOR TO OPERATING TO DETERMINE ZONE SPECIFIC OPERATIONAL CONSTRAINTS AND ROUTE LIMITATIONS

PROVE PROPER OPERATION OF INSTALLED MAGNA LOCK SYSTEM TO INCLUDE WHEN POWER FAILURE OCCURS, THE SYSTEM IS DE-ENERGIZED, ALLOWING ALL DOORS TO OPEN

Vessel needs to have new stability letter onboard prior to operation as per COI.
