The functional requirements of a safety management system must include instructions and procedures to provide direction for the safe operation of the vessel in compliance with the applicable regulations and conventions. The vessel allided with a moored, laden tankship while on autopilot in Port Valdez and after the Second Mate got the vessel underway without the Master on the bridge, both of which were contrary to the Master's standing orders. Within 90 days (NLT 21APR21), conduct an internal safety audit, provide an audit report to ABS (the Recognized Organization) and the Coast Guard, and implement any necessary corrective action, paying particular attention to the following requirements: 6.5 The company should establish and maintain procedures for identifying any training which may be required in support of the SMS and ensure that such training is provided for all personnel concerned. 7 The company should establish procedures, plans and instructions for key shipboard operations concerning the safety of the personnel, ship and protection of the environment.
