Each test instruction must specify equipment status, apparatus necessary to perform the tests, safety precautions, safety control and alarm setpoints, the procedure to be followed, and the expected test result. PSTPs must be updated with new engine room configuration and sent to MSC for approval. Vessel's PSTP are not up to date.

Current test utilizes a dry well calibrator "Hot Box." Add to Specialized Test Equipment as A2.1.1. Submit updated PSTP to MSC for approval and provide documentation to the attending MI.

The vessel's drydock and internal structural examination were due no later than 30NOV2021. Vessel is restricted from operating until successful review of ABS drydock records and completion of internal structural examination by the attending marine inspector.

Each system protecting a space with greater than 6,000 cubic feet gross volume must have a pneumatic pre-discharge time delay. The time delay device must be pneumatically operated and have an accuracy of -0/+20 percent of the rated time delay period throughout the operation temperature range and range of delay settings. Vessel has a 34 second time delay installed. Maximum allowable time for discharge would be 40.8 seconds. During operational test, time delay discharged at 44 seconds. Prove proper operation of time delay to attending Marine Inspector.

Persons designated by the owner of the vessel shall conduct all tests and the Design Verification and Periodic Safety tests shall be witnessed by the Coast Guard. Engineering staff on board did not show complete knowledge of Periodic Safety Test Procedures (PSTPs). In accordance with vessel's approved PSTPs, engineers on board shall have knowledge and be able to conduct all tests. Shipboard engineering staff shall provide working knowledge of PSTPs to the satisfaction to the attending marine inspector.
