No repairs or alterations affecting the safety of the vessel with regard to the hull, machinery, or equipment, shall be made without the knowledge of the Officer in Charge, Marine Inspection. Repairs will be conducted on the vessel's starboard forward rake hull plating and structural members. Submit a voyage plan for the vessel's voyage to a repair facility for cognizant OCMI approval. Once the voyage plan has been approved and the voyage has been completed, contact the cognizant OCMI to coordinate Marine Inspector attendance for repair proposal approval. The vessel in not authorized to depart Honolulu Harbor, HI until the voyage plan is approved by the cognizant [name withheld], the vessel cannot carry cargo or depart the repair facility until all repairs are completed to the satisfaction of the attending USCG Marine Inspector. 46 CFR 91.45-1 (a)
