On February 5, 2018, my office reviewed the Notice of Arrival (NOA) that you submitted to the National Vessel Movement Center on February 4, 2018, at 11:24. The M/V PORT ORIENT entered the Captain of the Port Maryland-NCR zone on February 5, 2018, without providing a NOA within the appropriate timeframe. Although the NOA was submitted before the M/V PORT ORIENT departed Camden, NJ, the arrival time at anchorage in Annapolis was approximately 05:30 on February 5, 2016, which is less than 24 hours from the time the NOA was submitted.
