The owner, managing operator, or master of each towing vessel must maintain the required navigational-safety equipment in a fully-functioning, operational condition. A hydraulic fitting (i.e., metallic hydraulic connection) fractured resulting in failure of the vessel's steering system.

Action required: 701 - Prior to carriage of passengers/cargo
Resolved 28 April 2026
Resolution: The Port Engineer for Hines Furlong Line removed the damaged hydraulic coupling and replaced it with the appropriate 'Schedule 80' metallic coupling.
