Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: high bilge levels, be visible and audible at each operating station. The high bilge alarm was not audible or visible from the pilothouse. Repair the alarm and provide OCMI with tech report and video evidence that the system is restored. This may be done directly or through the TPO.
