A towing vessel must carry lifebuoys as follows: A towing vessel of at least 26 feet, but less than 79 feet, in length must carry a minimum of two lifebuoys located on opposite sides of the vessel where personnel are normally present. Lifebuoys must be at least 610 millimeters (24 inches) in diameter. Lifebuoy outside pilot house on the port side was deteriorated and not in serviceable condition.

The master of a towing vessel must ensure that drills are conducted and instructions are given to ensure that all crew members are capable of performing the duties expected of them during emergencies. This includes abandoning the vessel, recovering persons from the water, responding to on-board fires and flooding, or responding to other threats to life, property, or the environment. Master could not provide any objective evidence of performing drills related to recovering persons from the water. To clear this deficiency, submit to USCG marine inspectors records of drills and instruction as required by 46 CFR 140.420 (g) w/in 30 days.

Each towing vessel must be fitted with a general alarm that is activated at each operating station and can notify persons onboard in the event of an emergency in any accommodation, work space, and the engine room. The vessel’s general alarm was found to be inoperable. Crew was able to rewire and restored operation of general alarm system. Deficiency cleared.
