Survival craft must be stowed in accordance with the requirements of §199.130 of this chapter, as far as is practicable on existing towing vessels. Each liferaft or group of liferafts must be arranged for float-free launching. The arrangement must ensure that the liferaft, when released and inflated, is not dragged under by the sinking vessel. A hydrostatic release unit used in a float-free arrangement must be approved under approval series 160.162. Raft was found secured in place with 3 ratchet straps and the hydrostatic release was not rigged properly.on:

If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.

The fire detection system for engine room fires sets off alarms on a fire detection control panel at the operating station. The control panel includes: Visual alarms to identify the zone or zones of origin of the fire. Vessels fire detection panel at the operating station did not produce a visual alarm. Vessel will enact repairs to the fire detection panel at the operating station to the satisfaction of the TPO/RO.
