"Each loading arm and each transfer pipe system, including each metallic hose, must not leak under static liquid pressure at least 11/2 times the maximum allowable working pressure;" Piping had a piphole leak which caused fuel to leak out of the system. Vessel is not to power on the prime mover until the leak is repaired to the satisfaction of the Coast Guard.
