Where in this sub-chapter an item, or method of construction, or testing is required to meet the standards established by the American Bureau of Shipping, the current standards in effect at the time of construction of the vessel, or otherwise as applicable, shall be used. MI found leaking flange on the cargo containment return line, acid leak created large pit in cargo tank top. Vessel failed to submit a repair proposal and did not complete repairs to the satisfaction of the Coast Guard Marine Inspector. Vessel must remove tank top doubler and unauthorized temp repair, provide certified gauging in the presence of a Marine Inspector and gas free areas under doubler plate to allow Marine Inspector access to cargo tank. Vessel is not authorized to carry cargo. 91.45-1 (a)

Barge was found to have a missing rising stick gauge (meter stick). Shipyard representative informed us that the rising stick gauge was unable to fit in the deck opening of the flanged pipe stand. Barge is not required to have rising stick gauge as it does not carry oil products but if it is on-board the vessel it needs to be in working condition. Prior to cargo operations the flange needs to be blanked off or a functional meter stick has to be inserted.

MAKE PERMENT REPAIRS TO THE #2 PORT VOID SPACE COLLISION DAMAGE PRIOR TO NEXTS LOADING OPERATIONS TO THE APPROVAL OF THE ATTENDING COAST GUARD INSPECTOR.

CONDUCT REQUIRED CARGO TANK INTERNAL EXAM NO LATER THAN 27 JANUARY 1994.
